Police were checking vehicles for stolen metal in the Platt Bridge, Hindley on Saturday 21st January.
Police arrested a 32-year-old man from Hindley on suspicion of abduction, and a 49-year-old man from Platt Bridge on suspicion of a public order offence and possession of a Class B drug.
The checks were part of Operation Alloy, Greater Manchester Police's crackdown on metal theft. The operation was also aimed at combating road traffic offences, and police issued two endorsable fixed penalty notices to motorists for having defective tyres and using a mobile phone while driving.
In addition, three non-endorsable fixed penalties were given to those not wearing seat belts, two motorists were asked to produce driving documents at a police station and four were asked to get defects on their vehicles repaired within a set period.
Sergeant Dave Johnston of the Hindley Neighbourhood Policing Team said: "This was an impactive operation that had a very successful outcome."
"We are committed to delivering highly visible policing and dealing robustly with offenders, and value greatly the support of communities in our efforts to reduce crime."
